The fifth round of six-party talks on the Korean Peninsula nuclear issue opened on the morning of Nov. 9th at Fangfeiyuan of the Diaoyutai State Guesthouse. The delegations from China, the Democratic People's Republic of Korea (DPRK), the United States of America, Japan, the Republic of Korea (ROK) and Russia attended the meeting. Chairman of this round of talks, Head of the Chinese Delegation and Vice Foreign Minister Wu Dawei presided over the meeting.

In the Opening Address, Wu Dawei said, the joint statement of the 4th round of 6-party talks reflects the political will and solemn promise of all parties, which indicates that the 6-party talks enter into a new stage. The focus mission of the 5th round of 6-party talks is to carry out the detailed rules, means and steps of the joint statement according to the principle of "promise to promise, action to action". He hopes that all parties can adopt an attitude of sincerity, responsibility, flexibility, and pragmatism in active discussions and suggestion making, so as to develop implementation programs acceptable to all parties as soon as possible.

A plenary session was held after the opening ceremony. The heads of delegations elaborated their respective positions and opinions on following up the joint statement. They all expressed that the 5th round of 6-party talks enters into the substantive stage of "action to action". The task is more arduous and complicated. All parties should honor their respective promise in the statement seriously and conscientiously, assume their respective responsibility and take each other's rational concerns into consideration. They should also hold consultations fully, address disagreements appropriately and seek the approach, means and steps to implement the joint statement in a bid to push forward the course of the 6-party talks and make unremitting efforts to reach the goals of a nuclear-free Korean Peninsula, maintain peace and stability of the Peninsula and the Northeast Asia and promote common development.
