Co-Chairs,

China aligns itself with the statement delivered by Iraq on behalf of the G77 and China. In light of the Secretary-General’s report and briefings, I wish to share the following points.

First, internal coordination within the Secretariat should be strengthened. The Action Plan for advancing the UN80 Initiative submitted by the SG will help ensure that the UN80 Initiative is implemented in a more substantive and effective manner, which China fully supports.

The Action Plan proposes measures to enhance senior management coordination. China looks forward to detailed recommendations in this regard. The UN system comprises more than 140 entities, each with its own area of expertise. We hope that all entities will focus on their core mandates, leverage their comparative strength, minimize duplication of efforts, and make the best possible use of the limited resources.

Second, meetings and reports should be concrete and concise. There is a broad consensus on the need for the improvement of meetings and reports. China suggests we focus on the following three aspects:

First is to adopt a swift, proactive, pragmatic, and effective working style, focusing on improving people’s lives. Meetings should start on time, and statements and reports should go straight to the point and avoid lengthy and repetitive discussions.

Second is to enhance the quality of meetings and reports. The Secretariat has already proposed ideas such as adapting report formats, enhancing data presentation, and focusing on key issues. We look forward to detailed plans to translate these ideas into actions and practical proposals for improving meeting quality. At the same time, China stresses the importance and value of the UN report. It has provided tremendous insights to the government, academia, NGOs across the board.

Third is to streamline the number of meetings and reports. The Secretariat has established a work package on SG reports. We hope this mechanism will review reports with similar content and release time, and make specific recommendations for their streamlining. The Secretariat could also provide specific recommendations to Member States on combining meetings, shortening the length of meeting sessions, and reducing review frequency, with a view to achieving tangible results.

Third, on funding. Voluntary contributions are an important supplement to the UN’s work, but the assessed contributions are the foundation. As the second-largest contributor to the UN’s regular budget, China has always actively fulfilled its financial obligations. We have already fully paid our assessed contribution this year, a total of US$680 million. And we will continue to firmly support the United Nations and multilateralism through concrete actions. At the same time, we urge the largest contributor to fulfill its own financial obligations.

Thank you.
