Co-Chairs,
China aligns itself with the statement delivered by Iraq on behalf of the G77 and China. China thanks the co-chairs for their unremitting efforts. I would also like to thank USG Guy Ryder for his hard work and insights.
Mandate review and mandate creation and implementation are mutually reinforcing. In light of the briefings and the Secretary-General’s report, I would like to share a few observations:
First, the UN system should do its best to conduct quantitative assessment of mandate implementation. Entities across the UN system, after carrying out mandates entrusted by Member States, should assess their implementation against mandate objectives, actions, pathways, and resources. Such assessment should include data such as whether the expected objectives have been met, and subsequent funding requirements. This will provide Member States with useful references for their review and support better mandate creation and implementation in the future. The UN80 Initiative has established a package to strengthen results management across the UN system, and we look forward to concrete progress from the package.
Second, we should take multi-pronged measures to enhance the efficiency of mandate review. Recently, the General Assembly improved its working methods by adopting in one gavel all draft resolutions adopted by consensus in each Main Committee. This has significantly increased its work efficiency. Building on this, the Ad Hoc Working Group could further optimize the GA’s working methods, for example, making the GA endorse in one gavel all decisions made by each Main Committee. The Secretary-General may likewise propose suggestions for streamlining and consolidating mandates for Member States’ consideration.
Third, when the Ad Hoc Working Group explores operational options for streamlining mandates, it is important to accommodate the legitimate request of Member States to consider matters while also improving the efficiency of mandate review.
Finally, I would like to stress that the effectiveness of mandate implementation should serve as the standard for mandate review, and relevant work should be centered on this standard.
Thank you.
