Mr. Chair,

At present, the international security situation is becoming increasingly grave and the multilateral disarmament machinery is facing severely challenges. It clearly demonstrates that disarmament machinery does not work in a vacuum but are deeply affected by the international security situation.

Building a world of lasting peace and universal security is the strong aspiration of people and the shared responsibility of all nations of the world. China advocates the following propositions:

Firstly, we should uphold a correct vision of security. The multilateral disarmament machinery should be a platform to promote common security, rather than a battlefield for political confrontation. All parties should uphold a vision of common, comprehensive, cooperative and sustainable security, oppose the Cold War mentality and bloc confrontation, fully respect the legitimate concerns of all states, advocate an equal and orderly multipolar world and a universally beneficial and inclusive economic globalization, so as to break the security dilemma.

Secondly, we should maintain the authority and effectiveness of the disarmament machinery. The authority of the multilateral disarmament machinery of the UNGA First Committee, the CD and the UNDC must be maintained. All parties should uphold multilateralism, demonstrate full political will, enhance mutual trust and bridge differences through sincere dialogue, and try to reach common ground on issues truly concerning human security and development.

Thirdly, we should actively addressing the risks and challenges in emerging fields. Currently, emerging fields such as artificial intelligence, cyberspace and outer space represent new frontiers for human development. They create a new focus of strategic security, and new territories of global governance. China proposes that the multilateral disarmament machinery should discuss the global governance in emerging fields within its mandate, to advance international arms control and disarmament process.

China calls on all parties to firmly maintain and strengthen the role of multilateral disarmament machinery and oppose any selective approach to the disarmament machinery. China stands ready to work with all parties to promote a balanced, effective and sustainable security architecture and advance international arms control and disarmament regime.
