Statement by Ambassador SUN Lei, Deputy Representative of China, at 2025 HLPF official meeting “Accelerating SDG achievement in African countries, LDCs, LLDCs and middle-income countries”

President,

China appreciates the insightful remarks by United Nations Special Adviser on Africa, Under-Secretary-General Fatima, and other speakers and Panelists, which once again underscore the indispensable and increasingly vital role of the development pillar of the United Nations.

In today's world marked by intertwined crises and instability, African countries, Least Developed Countries (LDCs), and Landlocked Developing Countries (LLDCs) face growing and urgent challenges. The implementation of the 2030 Agenda for Sustainable Development has stalled or even regressed. China would like to share three perspectives:

First, upholding and practicing genuine multilateralism. China supports UN-OHRLLS in playing a pivotal role and advocates for the United Nations system to prioritize the development needs of these countries in its strategic planning.

Second, fostering inclusive partnerships. We call for all stakeholders' collective efforts to implement the Doha Programme of Action and the Awaza Programme of Action, with a development focus and promoting synergy through concrete actions.

Third, enhancing the role of UN development agencies. Adequate and predictable resource allocations must be ensured. China urges developed countries to fulfill their ODA commitments. The Global South shall strive for self-reliance, enhancing cooperation in capacity building and experience sharing.

China attaches great importance to the development challenges faced by African countries, LDCs, and LLDCs. We have granted duty-free treatment covering 100% tariff lines to all LDCs sharing diplomatic ties with China, and remain committed to implementing key outcomes from the Forum on China-Africa Cooperation (FOCAC) Beijing Summit and the China–Central Asia Summit.

In light of Third United Nations Conference on Landlocked Developing Countries (LLDC3) to be held soon, China appreciates the full efforts of UN-OHRLLS and the Government of Turkmenistan in preparatory work and will strive to make positive contributions to the success of the conference.
