Mr. President,

China supports the statement of G77 and China delivered by Iraq.

China thanks Acting Administrator Mr.Xu Haoliang for his briefing and commends UNDP for its full communication and broad consultations with Member States, which have yielded positive outcomes in formulating key deliverables such as the new cycle’s strategic plan. On the occasion of its 60th anniversary, China hopes UNDP will further enhance operational efficiency, leverage the impact of its network in the fields, and hence continue contributing significantly to Sustainable Development Goals (SDGs) including poverty eradication. I wish to share three points:

First, upholding UNDP’s core mandate is essential for safeguarding the stability and effectiveness of the UN development system. Amidst multiple global development challenges, UNDP’s Strategic Plan 2026–2029 focuses on four strategic goals and employs three accelerators to deliver targeted solutions that respond swiftly to the needs of programme countries. China supports the adoption of the Strategic Plan and urges UNDP to fully implement its poverty eradication-centered mandate to advance the 2030 Agenda for Sustainable Development.

Second, adequate core resources are critical to UNDP’s mandate delivery. China is deeply concerned about the projected 16.8% reduction in core resources for the next cycle. We call on traditional donors to maintain and increase core resource contributions, honor official development assistance (ODA) commitments, and ensure UNDP’s agility in addressing emerging challenges. UNDP should further enhance cost efficiency, diversify partnerships, deepen collaboration with multilateral financial institutions and the private sectors and support South-South and triangular cooperation so as to mobilize resources for developing countries.

Third, UNDP should lead in strengthening the UN’s development pillar. The Secretary-General’s UN80 reform initiative presents a historic opportunity for development system reform. As the lead agency for the development cluster, UNDP must promote to streamline operations, improve efficacy, and foster a more efficient, responsive, and fiscally accountable UN development system. All parties should uphold true multilateralism, prioritize development on the UN agenda, and ensure balanced reforms across the three pillars—especially reinforcing, not weakening the development pillar—to fully safeguard the development rights of developing countries.

Mr. Presidency,

UNDP has been a vital partner in China’s reform and opening-up and SDG implementation. Over four decades, our collaboration has advanced poverty eradication and green low-carbon transitions, contributing significantly to sustainable development in China and globally. Moving forward, China will deepen cooperation with UNDP through the new country programme, focusing on inclusive development and low-carbon transitions to promote balanced and sufficient socio-economic progress. China will also continue supporting South-South and triangular cooperation via UNDP platforms, on the bases of core and non-core resources support, to help improve the  global well-being.
