China welcomes the Secretary-General's Report on Innovative Voluntary Financing Options for AI Capacity Building, and will give careful consideration to it. China aligns itself with the statement made by Iraq on behalf of G77 and China. China consistently supports the United Nations in playing a central role in global artificial intelligence governance, and looks forward to cooperating with the international community within the UN framework.

Artificial intelligence is a strategic technology of the ongoing scientific and technological revolution as well as industrial transformation. In 2023, President Xi Jinping put forward the Global AI Governance Initiative, contributing China’s proposal and wisdom on how to develop and govern AI.

International cooperation on capacity-building should be a priority in the global governance of AI. In July 2024, the United Nations General Assembly adopted by consensus the resolution entitled “Enhancing International Cooperation on Capacity-Building of Artificial Intelligence” (A/RES/78/311). Thereafter China announced the AI Capacity-Building Action Plan for Good and for All, and established a Group of Friends for international cooperation on AI capacity building with Zambia, aiming to promote international efforts to seize the opportunities presented by digitization and AI development, build broad partnerships, take practical and effective actions, and advance the follow-up implementation of the UNGA resolution and Global Digital Compact.

Since the establishment of the Group of Friends, we have organized two AI capacity-building workshops in Beijing and Shanghai, bringing together over 180 representatives from more than 40 countries. These events facilitated exchanges on best practices in technology and discussions on global AI governance , and achieved positive outcomes. On the 2025 World AI Conference & High-Level Meeting on Global AI Governance held in Shanghai this July, a Global AI Governance Action Plan was released, and the creation of a World AI Cooperation Organization was proposed. China attaches high importance to the proposal of establishing a capacity development network put forward in the Secretary-General's report. In response, China will establish a Global AI Innovation Governance Center, to actively contribute to the UN-led network.

Going forward, China stands ready to work with all countries, strengthening international cooperation on AI capacity building. We need to place international cooperation on AI capacity building high on the agenda of global AI governance, and encourage leading countries in AI to take concrete actions, such as collaborating on AI infrastructure development, establishing joint laboratories, building mutual recognition platforms for safety assessment, organizing training programs for AI capacity building, facilitating supply-demand matchmaking events for the AI industry, so as to support developing countries in enhancing their comprehensive capacity building in AI innovation, application, and governance. We also need to work together to improve public AI literacy and skills, with special attention to developing countries to bridge the AI divide.
