Remarks by Ambassador Sun Lei at the UNDP/UNFPA/UNOPS Executive Board Annual Session 2026 — Annual Report of the UNFPA Executive Director

President,

I thank Executive Director Keita for her presentation. China commends UNFPA for the positive results achieved in advancing the implementation of the Strategic Plan 2022–2025. Against the backdrop of profound changes in the current demographic, social and economic environment, the importance of UNFPA has become even more pronounced. I wish to share three points:

First, the Strategic Plan is an important guide for action. The UNFPA Strategic Plan 2026–2029 is of great significance to the implementation of the ICPD Programme of Action and the 2030 Agenda for Sustainable Development. China supports UNFPA in advancing the four outcomes of the new Strategic Plan in a coordinated manner and generating synergies among them. We encourage UNFPA to leverage its institutional expertise, study new trends in global population development, strengthen the application of population data and digital technologies, to help developing countries address the impact of demographic change.

Second, core resources are an important foundation for mandate delivery. Adequate and predictable core resources are crucial for UNFPA to effectively deliver on its mandate and respond swiftly to assistance needs. China calls upon developed countries to honor their ODA commitments, and encourages UNFPA to further expand global partnerships and enhance its resource mobilization capacity, to lay a solid foundation for the implementation of the new Strategic Plan.

Third, the reform process is an important opportunity to enhance effectiveness. UNFPA has a clear mandate in the fields of reproductive health and population development, and is an indispensable part of the UN development system. China commends UNFPA for its progress in advancing internal governance reform and enhancing organizational effectiveness and supports UNFPA in continuing to engage constructively in the UN80 Initiative, strengthening its core mandate, enhancing field delivery, and better serving the priorities of programme countries.

As a country with a large population, China has always attached great importance to its cooperation with UNFPA. The tenth country programme between the two sides is being advanced and implemented in an orderly manner. China stands ready to continue its constructive engagement in the implementation of the new UNFPA Strategic Plan and contribute its wisdom and solutions. We hope that UNFPA will make new progress in all areas of its work and make greater contributions to the implementation of the 2030 Agenda for Sustainable Development.
