China highly commends Kenya’s significant efforts in leading the MSS Mission to help improve the security situation in Haiti, where Kenya has also made huge sacrifices.
We also note with regret that due to unfulfilled funding commitments, the Mission has long been short of funding, staff, and equipment, and has been unable to achieve complete deployment and full function as expected.
The mandate of the MSS Mission is due to expire next month. We support the Mission in continuing to play its role, and stand ready to engage with all parties to explore all possible feasible arrangements.
At the same time, we maintain that any decision by the Security Council must be based on thorough deliberation and comprehensive assessment, while drawing on past lessons, including those of the MSS operations, and taking into account the views and concerns of all parties. This is essential to ensure effective implementation on the ground.
Addressing Haiti’s multidimensional crises requires a comprehensive approach. What is fundamental is that Haiti itself must show its ownership and assume primary responsibility by taking concrete actions in some critical fields, including advancing the political process and curbing arms trafficking, thus paving the way for effective international assistance.
China remains committed to working constructively with all parties, including Kenya, in helping Haiti to emerge from these crises at an early date.
