President,

China welcomes the Security Council's adoption of the resolution renewing the mandate of the UN Support Mission in Libya (UNSMIL), and thanks the penholder, the United Kingdom, for its efforts.

Recently, Special Representative Tetteh has led UNSMIL in actively performing its duties and making progress on the political roadmap. China supports the Council's renewal of UNSMIL's mandate and expects the UN to continue playing its central role in facilitating the Libyan political process and help Libya complete the national elections and end the political transition at an early date. Promoting the implementation of the agreement reached through the “4+4” smaller convening is an important task for UNSMIL in the next phase, and China welcomes UNSMIL's continued efforts in this regard. At the same time, UNSMIL should, in accordance with the requirements of the Security Council resolution, step up communication with relevant parties in Libya, fully heed their legitimate concerns, encourage all parties to demonstrate political will, build broad consensus, and ensure that the agreement receives broad support. International partners should fully respect the sovereignty, independence, unity, and territorial integrity of Libya, support a “Libyan-led and Libyan-owned” political process, help bridge differences through dialogue and consultation, and refrain from imposing external solutions or applying undue sanctions and pressure.

China welcomes the resolution's mandate for UNSMIL to coordinate technical support to the Libyan authorities and assist Libya in combating such acts as fuel smuggling, the diversion of public resources, and the illicit exploitation of state resources, so as to ensure that Libya's oil revenues are used for national development and the well-being of its people, and to lay a solid foundation for social stability.

Libya has abundant energy resources and enormous development potential. Its stability and development not only serve the interests of its people, but also help promote regional solidarity and cooperation. As a good friend of Libya, China has always valued Libya's legitimate concerns and aspirations and remains committed to playing a constructive role in the settlement of the Libyan issue. China stands ready to work with the international community to make greater contributions to achieving lasting peace and stability, prosperity, and development in Libya.

Thank you, President.
