Madam Chair,
China aligns itself with the statement made by Iraq on behalf of G77 and China and would like to add the following points:
First, as the second largest contributor to the UN peacekeeping budget and a major troop contributing countries, China supports for allocating necessary resources for peacekeeping operations to fulfil mandates. After almost 2 months of difficult consultations, the Fifth Committee agreed on a peacekeeping budget of nearly $5.4 billion for 2025/2026. We hope that the Secretariat and peacekeeping missions will cherish the precious resources and effectively fulfill their core mandates of supporting political process and consolidating peace while improving efficiency and achieving more savings. We hope that the Secretariat will fully implement recommendations of the Board of Auditors (BOA), and adopt zero tolerance against resource waste, and strengthen coordination and communication with host countries of the peacekeeping missions to reduce the safety and security risks faced by peacekeepers. We call upon the Secretariat to make greater efforts to increase participation of personnel from developing countries and in particular under-represented developing countries in the United Nation in the field of peacekeeping.
Second, the United Nations is in financial difficulties and faces the worst liquidity crisis in recent years. The arrears of the largest contributor is the root cause of the liquidity crisis. To alleviate the liquidity crisis requires addressing both the symptoms and the root causes. Short-term and temporary initiatives won’t make lasting solutions. The Fifth Committee had in-depth discussions on financial situation of the United Nations during this session. We look forward to continuing our discussion with all parties in the forthcoming 80th session of the General Assembly.
Third, the Strategic Heritage Plan (SHP) is the largest and highest budgeted construction project among all the ongoing construction projects in the United Nations that has not been completed in almost 10 years. With our joint efforts, the Fifth Committee reached consensus on additional resources for the project budget. We hope that the Secretariat and the project team will demonstrate a greater sense of urgency and responsibility to meet deadlines and do a better job in cost containment and increase procurement from developing countries.
I would like to take this opportunity to thank all delegates and the Secretariat for their tremendous effort and dedication in this session.
Once again I would like to congratulate Ambassador Lopez, Permanent Representative of El Salvador as the Chair of the Fifth Committee and her team for the outstanding and fruitful work since last September. I wish Hungary every success in its capacity as the Chair of the Fifth Committee in the 80th session of the General Assembly.
