Chair,
I thank you for convening today's meeting.
This year marks the 20th anniversary of the UN peacebuilding architecture and the first year of implementing the review outcomes. Over the past 20 years, the PBC has played an important role as the core of this architecture. We should draw on experience, set the right direction, pursue reform and innovation, and improve quality and efficiency so as to advance UN peacebuilding steadily and sustainably. I will make 3 points.
First, address the root causes of conflict. While focusing on the most imperative needs of the countries concerned, peacebuilding should also take a long-term view, directing resources to key areas such as poverty eradication, education, job creation, and livelihood improvement, strengthening countries' endogenous development capacity, and addressing the deep-rooted causes of conflict and instability.
Second, keep the work on the right track. Peacebuilding must respect the sovereignty and ownership of the countries concerned, adopt targeted measures based on their specific conditions and priorities, and genuinely respect, mobilize, and give full play to their leading role. The coordination between peacebuilding and peacekeeping should be strengthened to promote a balanced transition from peacekeeping to peacebuilding.
Third, pool resources and capacity. In line with its mandates, the PBC should strengthen interaction with the General Assembly, the Security Council, and ECOSOC, enhance coordination with UN system programs and funds, actively expand partnerships with regional organizations and IFIs, mobilize resources effectively, strengthen system-wide synergy, and continuously improve quality and efficiency.
Chair,
China has put forward the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative, and the Global Governance Initiative, contributing Chinese wisdom and solutions to international peacebuilding. We are ready to deepen exchange of experience with all parties, actively participate in implementing the review outcomes, promote a more practical, efficient, and inclusive peacebuilding architecture and work together for a future of peace and prosperity.
Thank you, Chair.
