President,
I thank you for convening today's meeting. I also thank Secretary-General António Guterres and the Co-Chairs of the Ad Hoc Working Group on Mandate Implementation Review for their briefings. China aligns itself with the statement delivered by Uruguay on behalf of the Group of 77 and China.
As the most universal, representative, and authoritative intergovernmental organization, the United Nations has played an important role in promoting world peace and development since its founding. The international situation is currently undergoing complex and profound changes. The international community has higher expectations for the United Nations to play a greater role and demonstrate stronger capacity for action.
Advancing reform under the UN80 Initiative is an important endeavor by the United Nations to renew itself, keep pace with the times, and reinvigorate its authority and effectiveness in response to new circumstances and challenges. Over the past year and more, Secretary-General Guterres, the Secretariat, and Member States have made sustained efforts to help the United Nations make important progress in optimizing resource allocation, improving working methods, and strengthening coordination among UN entities. China appreciates these efforts.
Reform requires sustained efforts over time and continuous accumulation of progress. More importantly, its effectiveness needs to be tested in practice, with further improvements made along the way. We look forward to reform at the next stage continuing to firmly adhere to the purposes and principles of the UN Charter, advance the work of the three pillars in a balanced manner, uphold the leadership of Member States, ensure that the process is fair, inclusive, and transparent, and remain action-oriented. Reform measures should be translated into stronger capacity to respond, serve, and deliver for the benefit of people in all countries. The Secretariat should continue to foster a culture of efficiency, strengthen budget management and financial accountability, and continuously improve the quality and efficiency of the UN system.
China supports Member States in steadily advancing the mandate implementation review, improving the effectiveness of mandate implementation, and reducing duplication. The relevant work should build consensus among Member States and avoid a one-size-fits-all approach, unnecessary duplication and layering, or formalism. In particular, adequate institutional and resource support should be provided for the implementation of the sustainable development agenda.
President,
The 80th session of the General Assembly will soon draw to a close, but efforts to reform and improve the United Nations will not stop. China stands ready to continue working with all parties to advance reform in a direction conducive to the long-term development of the United Nations and the common interests of Member States.
Thank you, President.
