Remarks by Ambassador Fu Cong at the Celebration of the 76th Anniversary of the Founding of the People's Republic of China

Excellencies,

Ladies and Gentlemen,

Good evening.

Welcome to the Permanent Mission of China.

It is truly a great pleasure to see so many friends, as we gather to celebrate the 76th anniversary of the founding of the People’s Republic of China, which falls on October 1.

On behalf of all my colleagues at the Mission, I wish to thank you all for your long-term interest in and support for China’s development and diplomatic efforts.

Dear Friends,

Over the past 76 years, China has traveled an extraordinary journey. Today, the nation is moving forward on an irreversible path towards its great rejuvenation. Many ask what lies behind China’s rapid progress. My answer is this: China has come this far, because it has always been a dream-chaser, a go-getter, a reliable partner of international cooperation, and an active contributor to global governance.

As a country of dream-chasers, our biggest dream is to realize the great rejuvenation of the Chinese nation. As many of you may know, modern history was not very kind to us. The Chinese nation has endured tremendous suffering and severe challenges. Yet under the leadership of the Communist Party of China, our people have pressed forward with courage and perseverance, and turned a country that once struggled to meet its basic needs into a moderately prosperous society in all respects. Today, a renewed, prosperous, and stronger socialist China stands tall in the East.

The Chinese Dream is also a pursuit of peace, development, cooperation, and mutual benefits. It resonates deeply with the dreams of people across the world. And we stand ready to support one another in realizing our respective dreams.

Meanwhile, China knows well that great dreams are only realized through concrete actions. China is a nation that gets things done. Over the past 76 years, generations of Chinese have worked tirelessly to build better lives with their own hands. With only 9% of the world’s arable land and 6% of freshwater, we have fed nearly 20% of the global population. And we have accomplished a historic feat by lifting 800 million people out of poverty, a full decade earlier than what is envisioned in the 2030 Agenda. We have also built the world’s largest education, social security, and healthcare systems to constantly improve people’s sense of happiness and fulfillment. 

At the same time, China is accelerating the fostering of new-quality productive forces and advancing high-quality development with tangible results. From the Chang’e lunar probe to the Jiaolong deep-sea submersible, from leading the world in the production and sales of new energy vehicles to pioneering AI application across industries, the evidence of China’s innovation is everywhere.

While actively pursuing domestic progress, on the international stage, China stands as a reliable partner for cooperation. Major countries should and must shoulder greater responsibilities for humanity’s well-being. This is what China believes, and this is what China has been practicing. 

We are the second-largest contributor to the UN’s budget and peacekeeping assessments, and the largest contributor of peacekeepers among the permanent members of the Security Council. 

Through the Global Security Initiative, we stay committed to dialogue and negotiations in resolving disputes, putting into practice the Chinese way of addressing hotspot issues. 

Through the Global Development Initiative, we conduct productive international cooperation, and have brought tangible benefits to more than 30 million people across over 60 countries. 

We are also taking robust actions to address climate change, committing to the world’s fastest transition from carbon peak to carbon neutrality. 

And through the Global Civilization Initiative, we are working with all partners to promote the mutual learning and harmonious coexistence among world civilizations, upholding the shared values of humanity.

China’s commitment to international cooperation is also reflected in its role as a contributor to global governance, a role I believe more relevant than ever in the current context. 

This year marks the 80th anniversary of the victory of World War II and the founding of the United Nations. China made immense sacrifices in the fight against fascism. For us, safeguarding the post-war international order is a sacred duty. We firmly uphold the central role of the United Nations, and will continue to stand as a pillar of the multilateral system, speak up for the Global South, and bring more stability and certainty into a world of changes and turbulence.

Just recently, at the SCO+ meeting held in China, President Xi Jinping launched the Global Governance Initiative. This is yet another important public good provided by China, after the previous three global initiatives on development, security, and civilization. 

The GGI responds to the urgent needs of our times by offering Chinese wisdom and solutions to strengthening and improving global governance. It speaks volumes about China’s sense of responsibility in international affairs.

Ladies and Gentlemen, 

Dear Friends,

As President Xi Jinping rightly observed, China can only do well when the world is doing well, and when China does well, the world will get even better. 

Here tonight, I wish to reaffirm China’s readiness to deepen cooperation with all countries under the banner of the United Nations, practice together true multilateralism, and advance the four global initiatives on development, security, civilization, and governance. Let us work together towards a community with a shared future for humanity and a better world for all.

Finally, please allow me to send my best wishes to my motherland in my mother tongue.
