Statement by Ambassador Fu Cong in the General Debate at the Third Committee of General Assembly at its 80th session

Chair, colleagues.

China congratulates Ambassador Cherdchai Chaivaivid on assuming the chairmanship of the third committee. We trust that under your able leadership, this session will be a complete success.

Eighty years ago, as the principal victor of World War II, China joined nations across the world in establishing the United Nations. Eighty years of hardship and perseverance challenges and progress followed. The UN-centered internation system provides a vital guarantee for the world's peace, development, and human rights cores. The people-centered philosophy is now deeply rooted and interdependence, solidarity, and cooperation has become a broad consensus. Today, we face a world fraught with intertwined chaos and changes. Global deficits in peace, development, security, and governance are mounting. Humanity once again stands at a crucial crossroad. How to preserve the UN's original mission and shape a better future for humanity demands an urgent, powerful and precise answer.

In recent years, Chinese President Xi Jinping has proposed in succession the vision of a community with a shared future for humanity, the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative, and the Global Governance Initiative. They all clearly champion the common value of all humanity, reflecting the universal aspirations for peace, justice, and progress. Charting a clearer blueprint for our future and offering the Chinese wisdom and Chinese solutions for stronger, better global governance.

The protection and promotion of human rights is a cause of entire humanity, calling for extensive consultations, joint contribution, and shared benefits.

First, upholding sovereign equality and abiding by international rule of law. The principle of sovereignty is reflected not only in equality among nations, large or small, but also in respecting the social systems and development models independently chosen by the people of each country. We must firmly safeguard the authority of international law, uphold the golden role of non-interference in internal affairs and rejudge double standards on human rights issues. 

Second, practicing multilateralism and mutual learning through exchanges. Only by practicing genuine multilateralism can the rights and interests of all parties be better guaranteed. This means advocating dialogue to forge consensus, exchanges to increase mutual learning. It's also means safeguarding human rights through security, promoting human rights through development and advancing human rights through cooperation while opposing the politicization, instrumentalization, and weaponization of human rights.

Third, advocating a people-centered and action-oriented approach. It is the people in the world that are the fundamental participant in and beneficiaries of global governance. Only by transforming the people's aspirations for a better life into reality, can we achieve the greatest human rights. We must advance all human rights in a coordinated way to ensure continued, better protection of rights for specific groups and reject systematic discrimination and inequalities.

Respecting and guaranteeing human rights has always been a key priority in China's national governance. Not only has China scored historic achievements in some human rights cause, it has also made irreplaceable outstanding contributions to the advancement of the world's human rights endeavor.

Our success in building a moderately prosperous society in all respects marked the historic eradication of extreme poverty. China's poverty reduction program is one of the most splendid chapters in global development, not only boosting the confidence of developing countries in poverty reduction but also offering effective conceptual guidance, path options, and direct assistance and cooperation. Profound progress has also been made in our construction of socialist democracy, with whole-process democracy moving forward. The Chinese people are fully fulfilling their rights as masters of the country. With the sense of community for the Chinese nation more entrenched, the rights of all ethnicities are being implemented across the board. Xizang is displaying a vibrant picture of prosperity, and people from all ethnic groups in Xinjiang are living more flourishing lives. In addition, China actively engages in global human rights governance to ensure the sound advancement of international human rights cooperation. 

China stands ready to work with all parties to continuously promote the protection of women's rights, facilitate women to demonstrate their strength and wisdom in the process of improving global governance and achieving the SDGs. This month, China will co-host the Global Summit of Women with the UN Women in Beijing to renew the spirit of the Beijing World Conference on Women and through practical cooperation, write a new chapter in the global course of women. 

China advocates prioritizing development for stronger, greener, and healthier global development, bridging the digital divide and lifting unilateral sanctions. We hope that the upcoming World Summit for Social Development in Qatar will focus on poverty reduction, full employment and social inclusion will achieve ambitious outcomes.

China calls for effective elimination of racial discrimination and for inclusiveness and mutual learning among all races and civilizations. The right to self-determination is a solemn political right of all peoples in their struggle against foreign aggression and interference and in safeguarding national sovereignty, independence, and territorial integrity. China supports the just cause of the Palestinian people in restoring their legitimate national rights. 

China calls on all parties to remain confident, show the responsibility and deep cooperation to tackle global challenges such as terrorism, climate change, refugees, food security, and emerging issues in new frontiers, including business and human rights, cyber and digital space, and artificial intelligence, thus to advance global governance together. 

China stands ready to work with all parties to uphold the status and authority of the United Nations, promote balanced development across the three pillars, support reforms for more efficient and effective multilateral human rights work, and call for greater representation and voice of developing countries.

Uniting in harmony and working together with one heart, and embrace the world as one family. China will always be a force for peace, stability, and progress in the world. On the occasion of the 80th anniversary of the United Nations, China stands ready to work with all parties to strengthen unity and cooperation, uphold fairness and justice adhere to openness and inclusiveness, stay true to our people-centered mission, and pursue real action and responsibility. Together, we can turn the aspirations of all peoples for a better life into reality and jointly build a world where everyone enjoys prosperity and well-being.
