President,

The United Nations General Assembly is the most representative organ established under the UN Charter and an important platform for practicing multilateralism and advancing global governance. In today's world, transformation and turbulence are intertwined and multiple challenges are overlapping. The General Assembly should further build consensus, strengthen unity, effectively fulfill the responsibilities entrusted to it by the UN Charter, and improve the quality and efficiency of the United Nations. China has three proposals for strengthening and revitalizing the work of the General Assembly.

First, we should take the UN Charter as the fundamental guide and actively steer the cause of the United Nations in the right direction. The Charter established the international system with the United Nations at its core, laid the foundation for the international rule of law, and represents the greatest common denominator of the post-war international community. The General Assembly should take the lead in renewing commitment to the original purposes of the Charter, carrying forward the spirit of the Charter, and observing the mandates set out in the Charter. The General Assembly should work with other Charter organs, including the Security Council and the Economic and Social Council, with each performing its respective functions and working together in synergy, and reinvigorate the authority and vitality of the General Assembly through concrete actions and tangible results.

Second, we should take unity and cooperation as the key pathway and pool our efforts to advance the cause of the United Nations. The General Assembly is a symbol of multilateralism and an embodiment of international solidarity. Under the current circumstances, the General Assembly should uphold the principle of extensive consultation, joint contribution and shared benefits, fully perform its functions as a deliberative and policy-making organ, encourage communication and dialogue, strive to build consensus, advocate decision-making by consensus, and continuously foster an atmosphere of cooperation, unity and mutual trust.

Third, we should take pragmatic reform as the driving force and forge ahead to ensure that the work of the United Nations delivers concrete results. Reform is an effective remedy for existing problems and an engine for keeping the United Nations abreast of the times. The General Assembly should seize the opportunity presented by the UN80 Initiative, advance reform on a Member State-driven basis, continue to advance the three pillars in a balanced manner, and strengthen the United Nations through concrete reform outcomes.

President,

The selection of the next Secretary-General of the United Nations is one of the most important tasks for the Security Council and the General Assembly this year. It bears on the future direction of the United Nations and, even more importantly, on the vital interests of the broad membership. General Assembly resolutions and Security Council documents have set out clear provisions on the selection process. On this basis, Member States have developed effective practices, which should continue to be upheld. As a permanent member of the Security Council and the largest developing country, China will continue to participate in the selection process in a responsible and constructive manner and work with all parties to select a Secretary-General who observes the UN Charter, shows outstanding competence, is impartial and upright, and fulfills responsibilities with dedication.

Thank you, President.
