China abstained from the vote on the draft resolution, and I wish to make the following explanation.
The Security Council sanctions measures on Libya have helped to curb the illicit inflow of weapons and prevent the escalation of violence. China calls on all parties to fully implement the Council's resolutions and work together to safeguard security and stability in Libya and the wider region. In recent years, the EU has continued to conduct Operation Irini in the high seas off the coast of Libya to monitor the implementation of the arms embargo. At the same time, the Operation has revealed issues such as insufficient transparency and effectiveness, improper handling of seized items, and insufficient coordination and cooperation with the country concerned. The Security Council should fully consider the views of Libya and other relevant parties, conduct a dynamic assessment of the mandate of Operation Irini, and make timely adjustments or improvements as necessary.

The current political and security situation in Libya remains fraught with serious challenges. The international community should, on the basis of respecting its sovereignty, independence, and territorial integrity, support the country in advancing its political process and safeguarding national stability. China calls on the EU and other parties, while implementing the arms embargo, to provide greater assistance in strengthening Libya’s security capacity and promoting national development and reconstruction. China stands ready to work with the international community to further contribute to the early achievement of peace, stability, and lasting security in Libya.
