I welcome Prime Minister Kamil Idris of Sudan to today's meeting, and thank Assistant Secretary-General Khaled Khiari and other briefers for their sobering briefings. I also welcome the presence of the representatives of Türkiye, Egypt, and the UAE at today's meeting.
Recently, the situation in Sudan has deteriorated, while the tragedies in El Fasher are still within our minds, the fighting has spread to areas such as Kordofan. Schools, hospitals, and even UN peacekeeping bases have become targets, which poses a grave challenge to international humanitarian law and the authority of the UN. China strongly condemns such attacks on civilians, civilian infrastructure, and UN personnel and facilities, and expresses our condolences to the victims and families. We support a full investigation into these atrocities in accordance with international law to bring perpetrators to justice as soon as possible. To help Sudan end conflict and achieve peace, stability, and development at an early date, the international community must make greater efforts. I would like to make four points.
First, the urgent priority is to end the hostilities. This conflict, nearly three years on, has caused the world's largest humanitarian disaster today, with neighboring countries grievously affected. We urge all parties to the conflict to prioritize the well-being of the Sudanese people, heed earnestly the calls of the international community, immediately and unconditionally cease hostilities, explore a political solution through dialogue and negotiation, and effectively protect the safety and security of civilians and UN personnel and facilities. All external forces should refrain from providing military support to local armed groups and avoid adding fuel to the flame.
Second, intensifying mediation efforts is the shared expectation. The international community looks to the UN, the AU, the Arab League, IGAD, and other international and regional organizations step up mediation efforts and achieve results at an early date. We must uphold the central role of the UN, support Personal Envoy Ramtane Lamamra in leading mediation efforts, Support the AU and other regional organizations in leveraging their respective strengths, and support countries with influence over the conflict parties in play a constructive role to bring mediation efforts to early fruition for tangible results on the ground.
Third, advancing the political process is an imperative. Prime Minister Idris said that he would present the Sudanese Government's peace initiative, which China welcomes. It must be stressed that the conflict in Sudan must be resolved by the Sudanese themselves. All countries must respect Sudan's sovereignty, unity, and territorial integrity. The international community should continue to support the Sudanese Government in implementing the political roadmap and support its people in exploring development paths and institutional arrangements suited to their national conditions. No imposition of external solutions should be allowed, acts that could lead to division must be opposed, and political manipulation be renounced.
Fourth, scaling up humanitarian assistance is a practical necessity. Amid the worsening humanitarian crisis, it is of critical importance to ensure sustained access and order distribution of aid supplies. China supports the Sudanese Government in its continued coordination with the UN humanitarian agencies to ensure the supply of essential items, including food, drinking water, and medicine to meet people's basic needs. The UN humanitarian response plan for Sudan and the regional refugee response plan are both underfunded. The international community, especially traditional donors, must increase their inputs and responsibly honor their humanitarian aid commitments.

China has always maintained an objective and impartial stance on Sudan. Together with the international community, we will continue to make unremitting effort in helping Sudan bring early end to the conflict, ease the humanitarian crisis, and achieve lasting peace, development, and prosperity.
