Ladies and Gentlemen,
Artificial intelligence, as a key driving force behind this new round of technological revolution and industrial transformation, is being increasingly integrated with the real economy. AI is not only empowering a wide range of industries, but also starting to affect every aspect of our daily life, thus serving as a new engine of economic growth, and holding profound significance for the implementation of the 2030 Agenda for Sustainable Development.
At the same time, the risks and challenges brought about by AI, as well as the widening digital and intelligence divides, are drawing widespread attention. We must always bear in mind that AI should serve humanity and remain under human control. It should develop in a direction that is for good and for all, and become an international public good that benefits all humankind.
Here, we wishes to share three points:
First, in light of AI's empowering nature, we should deepen international cooperation and promote openness in AI innovation.
We should strengthen communication, coordination, and talent exchanges, so as to continuously generate innovative outcomes and accelerate the expansion of application scenarios. China stands ready to work with all parties to share the dividends of digital and artificial intelligence, contribute to international cooperation on AI capacity-building, and support the development and deployment of AI applications within the UN system.
Second, in addressing the widening AI divide, we should uphold equal participation and promote equitable and inclusive access to AI.
AI must not become a game only for the rich countries and the wealthy. We should jointly foster an open, fair, equitable, and non-discriminatory environment for AI development, support developing countries in strengthening capacity, and provide accessible services with lower barriers for small- and medium-sized enterprises and the general public, thereby enhancing the accessibility of artificial intelligence.
Third, in tackling the global governance of AI, we should practice multilateralism and promote AI for good.
We should balance both development and security, strengthen the alignment and coordination in development strategies, governance rules, and technical standards, and attach great importance to the needs and aspirations of the Global South. China supports the United Nations in playing a central role in global AI governance. We look forward to the first Global Dialogue on AI governance and the AI for Good Summit, and hope that they will foster broad consensus and deliver concrete actions.

China has always been a contributor to global development and a provider of international public goods. President Xi Jinping in 2023 proposed the Global AI Governance Initiative, and in 2025 put forward the Global Governance Initiative, both of which carry important significance for guiding global AI governance.
China and Zambia have jointly launched the Group of Friends for International Cooperation on AI Capacity-building. This morning, we held a meeting of the Group, and together sent a joint message to strengthen capacity-building and bridge the digital divide. China will work with all parties to enhance coordinated governance, strengthen capacity-building, unleash the dividends of digital and artificial intelligence, and ensure that AI develops for good.
