China welcomes the adoption by consensus of the oral decision by the General Assembly to technically roll over the intergovernmental negotiations (IGN) on Security Council reform from the current session to the next session of the General Assembly. Under the leadership of President of the General Assembly Annalena Baerbock, and through the joint efforts of the Co-Chairs of the IGN, Ambassador Tareq M. A. M. Albanai, Permanent Representative of the State of Kuwait to the United Nations, and Ambassador Lise Gregoire-van Haaren, Permanent Representative of the Kingdom of the Netherlands to the United Nations, Member States reached consensus on the Co-Chairs' Elements Paper and the rollover decision. This ensured the successful completion of the work of the IGN during the current session of the General Assembly and laid the foundation for continuing the negotiations at the next session. China commends the President of the General Assembly and the Co-Chairs for their contributions.

The IGN is the only legitimate platform for discussing Security Council reform. During this year's negotiations, Member States engaged in in-depth exchanges and sought common ground on the five clusters of Security Council reform, the African reform model, and the innovative concept of fixed regional seats proposed by the Co-Chairs. These exchanges have been of positive significance.

Security Council reform concerns the major interests of all Member States. China hopes that all parties will maintain a strategic vision and a long-term perspective, jointly uphold the IGN as the primary channel for negotiations, adhere to the principle of consensus among Member States, and continue in-depth communication and consensus-building within the IGN to ensure that the reform process moves in the only correct direction of enhancing the representation and voice of developing countries and continues to make steady and sustained progress.

China stands ready to work with all parties to continue advancing Security Council reform in a direction that serves the common interests of Member States and the sound development of the United Nations, and to make positive contributions to building a more just and equitable global governance system.
