Mr. President,

I thank Executive Director Russell for the opening remarks.

Recently, a severe mudslide struck the border area between China and Nepal, causing heavy casualties and missing persons. We express our deep condolences to the victims. China and Nepal are conducting joint search‑and‑rescue operations. We appreciate the condolences and support extended by the international community, UNICEF and other agencies.

China warmly congratulates UNICEF on its 80th anniversary, and commends UNICEF for its important contributions to the survival, development and protection of children worldwide. I would like to make four points.

First, on implementing country programmes. We should uphold the principle of country ownership and leadership. Closely aligning with national development plans and realities of programme countries, we shall focus on the most pressing needs of local children, and formulate and implement country programmes in a science‑based manner. China positively appraises the ongoing country programme between China and UNICEF, and looks forward to more fruitful outcomes.

Second, on strengthening resource security. Adequate, stable and predictable funding is the lifeline of the organization. UNICEF has seen a significant decline in core resources from the public sector. The organization should urge developed countries to earnestly honour their development‑financing commitments.

Third, on advancing reforms in a steady manner. China acknowledges the outcomes achieved by UNICEF through its in‑depth engagement in the UN80 reforms. We are confident that UNICEF will continue to spearhead more long‑term, pragmatic reforms in development and humanitarian work. China follows closely the implications of UNICEF’s institutional reforms for staff stability and representation, and advocates fostering more young talents for the organization’s long‑term development.

Fourth, on deepening South‑South cooperation. This year marks the fifth anniversary of China’s Global Development Initiative (GDI). To date, over 23 billion US dollars have been mobilized for more than 1,800 cooperation projects. UNICEF is a key partner for China in implementing the GDI and advancing South‑South cooperation. China stands ready to work with UNICEF to better support children in the Global South in areas including green energy, artificial intelligence, inclusive technology, disaster prevention and mitigation.
