Mr. Chair,
Currently, the international security situation is undergoing profound changes. A confluence of multiple factors stimulates the rising of misuse and illicit transfer of conventional arms, resulting in increasingly prominent humanitarian crises. China has always been firmly supporting global conventional arms control process, and defining the work on conventional arms control as one of the key areas to strive for the building of a community with a shared future for humanity and to implement the Global Security Initiative.
China is the State Party of Arms Trade Treaty, Firearms Protocol, and Convention of Certain Conventional Weapons (CCW) and its five protocols. China strictly implements its international obligations and actively participates in and supports the work related to the UN Programme of Action on Small Arms and Light Weapons, International Tracing Instrument, the Global Framework for Through-life Conventional Ammunition Management, the UN Register of Conventional Arms and its Group of Governmental Experts.
China has provided donations to the CCW Sponsorship Programme for years, offered international humanitarian demining assistance to over 40 developing countries from Asia and Africa through material assistance, personnel training,in-site explosive ordnance disposal and deployment of experts.China has always attached great importance to the African Union initiative "Silencing the Guns in Africa'". Early this year,China successfully held the training program on Capacity Building in Small Arms and Light Weapons Control for countries in the Great Lakes Region of Africa, conducting concrete actions to support capacity building and international cooperation in conventional arms control.
China attaches great importance to the risk control of the weaponization of emerging technologies, actively participates in the global governance of military application of AI. China advocates that international humanitarian law should be adhered to, and relevant weapon system should remain under human control. China has always supports the CCW as the most appropriate platform to discuss the Lethal Autonomous Weapons Systems(LAWS) and welcomes the consensus report adopted by this year's GGE. We look forward to continuing to advance the LAWS process with all parties within the framework of the CCW.
Mr Chair,
To effectively promote the global conventional arms control process, China advocates the following propositions:
First, all countries should practise true multilateralism and cooperate with each other to deal with the global challenges in the conventional arms control process and support and strengthen the central role of the United Nations . The major countries should face up to the grave situation of conventional arms control and respond to the international expectations, fully abiding by international law.
Second, all countries should uphold a responsible attitude to comprehensively and faithfully implement their treaty obligations, consistently improve domestic capacity on conventional arms control, oppose selective approach towards relevant international treaties or rules, and object to double standards on the implementation of their treaty obligations.
Third, all countries should uphold the action-oriented approach, and focus on action and tangible results. We encourage capable countries to increase the international assistance and help developing countries to enhance capacity building on a voluntary basis.
Thank you, Chair.
