Mr. Chair,
International geopolitical conflicts and disruptive technological transformation represented by artificial intelligence are systematically reshaping global cybersecurity landscape. Certain country openly broke the taboo on cyber warfare, integrated artificial intelligence with offensive national cyber strategy, and claimed to exploit cyber capabilities to destroy critical infrastructure of other countries in regional conflicts. This has escalated the risk of cyber conflict between countries. Some countries are putting up barriers and walls in cyberspace, and the global digital and intelligent industrial and supply chains are deliberately severed.
Faced with the danger of a divided and disordered digital and intelligent world,China released Position Paper on Global Cyber Governance in the Digital Intelligence Age, as a concrete measure to implement the four major global initiatives and the Global Digital Compact. The core elements of it include:
--Abiding by international rules. All countries should observe the purposes and principles of the U.N. Charter in cyberspace,in particular the principles of non-use or threat of force, peaceful settlement of disputes, and non-interference in internal affairs.
--Respecting digital sovereignty of all countries. Without the right of choice, there is no digital sovereignty. Countries should have the right to independently choose their paths and partners of digital intelligent technology development including artificial intelligence, in light of their respective national conditions. Coercing other country to take side severely undermines that country's digital sovereignty.
--Upholding multilateralism. New international rules regarding the impact of artificial intelligence on cybersecurity should be jointly formulated while balancing security and development. State governance should not be replaced by private sector governance. No country should unilaterally impose rules on others. We should not allow a handful of companies and countries to control our future.
This year marks the beginning of the Global Mechanism, and global governance of cyberspace stands at a new historical starting point. The Global Mechanism should take a comprehensive and balanced approach to the implementation and development of the Framework for Responsible State Behaviour in Cyberspace. At the same time, in keeping with the trend of the times and keeping in mind our historical responsibility, it is necessary to confront the outstanding and urgent challenge that AI is systematically and structurally reshaping global cybersecurity landscape, and start relevant international discussions as soon as possible.
As we speak, artificial intelligence could trigger the singularity in global cybersecurity at any time, and it brooks no delay for us to strengthen global governance in cyberspace. All countries, especially major powers, bear an inescapable responsibility. China is prepared to seize the opportunity of the launch of the Global Mechanism, and work with all parties to jointly seek solutions, pursue mutual achievement and mutual empowerment, promote the global governance of cyberspace and build a community with a shared future in cyberspace.
Chair,
In July this year, Chinese President Xi Jinping attended the opening ceremony of the 2026 World AI Conference and High-Level Meeting on Global AI Governance and delivered a keynote address calling on all countries to join hands to build a just and equitable system for global AI governance. At the same time, the World Artificial Intelligence Cooperation Organization has come into being in Shanghai as the world's first international intergovernmental organization in the field of AI, with nearly 40 countries joining as founding members. We welcome the active participation of all parties.China will continue to actively engage in international cooperation and capacity-building in the field of Artificial Intelligence.
On the issue of AI in military domain, China adheres to the principle of "human-centred, AI for good". The AI military application should be human-led, and related weapon systems should be under human control. China opposes using new technological advantages such as artificial intelligence to seek absolute military hegemony. We are ready to work with all countries to advance the global AI governance with the central role played by the UN, to strengthen risk prevention and management and to ensure that AI is always developing in a direction that benefits the progress for human civilization.
Chair,
Peaceful use of science and technology is the inalienable right of all states. The Resolution titled “Promoting International Cooperation on Peaceful Uses in the Context of International Security” has been adopted three times respectively at the 76th,77th and 79th Session of the UN General Assembly. The resolution aims to advance non-proliferation and peaceful uses in a coordinated way, promote dialogue and cooperation, urge relevant countries cancel undue export control measures, and safeguard all states' legal and legitimate right to peaceful use of science and technology. Against the background of the rapid development of emerging technologies, all states especially the developing countries widely expect the universal sharing of the benefits of the scientific and technological development. The call for the peaceful uses of science and technology is getting stronger.
In accordance with the recommendations of the adopted Resolution (A/RES/79/80), China has already updated the draft resolution and submitted it to the 81st Session of the UNGA. We expect that all states can actively support the resolution, and promote the full and effective implementation of the resolution.
Thank you, Mr. Chair.
