Madam President,
I thank SRSG Hanna Tetteh for her briefing. I also welcome the Permanent Representative of Libya to today's meeting.
Recent developments indicate that the overall situation in Libya remains generally stable. However, it is regrettable that political divisions within the country remain unresolved, disagreements among state institutions persist, and clashes among armed groups continue to occur from time to time. These challenges test the determination and wisdom of the international community in advancing a political solution to the Libyan issue. On the basis of respecting Libya's sovereignty and ownership of its political process, the Security Council should adopt more constructive, targeted, and practical measures to promote Libya's unity and stability and improve the well-being of the Libyan people.
I would like to make four points.
First, jointly advance an inclusive political process. Facilitating consensus among Libyan parties on electoral arrangements and the unification of state institutions remains the central task of the Security Council in addressing the situation in Libya. China welcomes the continued efforts of UNSMIL to advance the implementation of the political roadmap and to listen broadly to the views of the Libyan people through the Structured Dialogue. At the same time, we note that differences remain among Libyan parties regarding the political roadmap. We encourage the Special Representative to continue adhering to the principle of “Libyan-led and Libyan-owned,” strengthen communication with all Libyan stakeholders, and explore ways to bridge existing differences. The major political forces in Libya should demonstrate political will, place the long-term interests of the country and its people above all else, and work toward compromise and consensus. International partners should respect the central role of the United Nations in mediation efforts and play a constructive role in helping resolve Libya's political differences.
Second, jointly safeguard security and stability. The nationwide ceasefire in Libya has been achieved with great difficulty and should be preserved. All parties should refrain from taking any actions that could aggravate the situation and should continue implementing the relevant provisions of the ceasefire agreement. Recent sporadic clashes involving armed groups in areas such as Zawiya are concerning. The international community should support Libya in addressing the challenge posed by the proliferation of armed militias, continue promoting the integration of military and security institutions, and gradually strengthen the authority and effectiveness of state governance. All Libyan parties should safeguard the security of critical infrastructure, including oil facilities, refrain from using energy infrastructure as political or military leverage, and ensure the normal functioning of the country's economic lifelines.
Third, properly address the challenge of irregular migration. China has taken note of the recent social controversy in Libya concerning migration issues, as well as demonstrations directed at UN agencies. We also note the clarification issued by the United Nations. We encourage the United Nations to continue explaining the facts to the Libyan public and to respond appropriately to public concerns. At the same time, the dissemination of disinformation and incitement of hate speech must be firmly opposed, and the safety and security of UN personnel and facilities must be ensured. Irregular migration has long posed a threat to Libya's social stability. The international community should assist Libya in strengthening border management and enhancing its capacity to combat transnational crime, so as to jointly curb irregular migration and human trafficking.
Fourth, actively promote economic reform. Fiscal governance challenges remain significant in Libya. All parties should fully implement the recently agreed unified budget, strengthen fiscal transparency, and improve independent oversight mechanisms. The international community should continue supporting Libya's efforts to combat oil smuggling and ensure that oil revenues are used for national development and the improvement of people's livelihoods. Libya's frozen assets are the common wealth of the Libyan people and should be fully protected. Last month, in its capacity as President of the Security Council and acting Chair of the Libya Sanctions Committee, China consulted with relevant countries and drafted a new Implementation Assistance Notice on the reinvestment arrangements for cash reserves under Security Council Resolution 2769. We look forward to an early consensus among all parties to ensure the preservation and appreciation of the value of Libya's frozen assets.
Madam President,
The Libyan issue has persisted for many years. While support from international partners is important, any meaningful improvement in Libya's situation ultimately depends on the sense of responsibility demonstrated by Libyan parties themselves. Only through unity and concerted efforts can the current deadlock truly be overcome. As a good friend of Libya, China firmly supports Libya's sovereignty, independence, unity, and territorial integrity. China stands ready to work together with the international community to make greater contributions to lasting peace, stability, and prosperity in Libya.
Thank you, Madam President.
