
On September 5, 2025, the 79th session of the UN General Assembly adopted with overwhelming support the resolution on Cooperation Between the United Nations and the Shanghai Cooperation Organization. The resolution, introduced by China, was co-sponsored by nearly 40 countries, including all SCO member states.
The resolution highly commends the constructive role of the SCO in promoting regional peace, development, mutual trust, and cooperation. It speaks highly of the SCO's efforts in supporting the work of the United Nations and expresses support for strengthened dialogue and collaboration between the UN system and the SCO. The resolution welcomes China, as the rotating chair of the SCO, for hosting the Tianjin Summit from August 31 to September 1, 2025, and issuing the Tianjin Declaration. It also welcomes the SCO member states' initiatives to hold a series of activities marking the 80th anniversary of the founding of the United Nations and the victory of World War II.
Ambassador Geng Shuang, Chargé d’Affaires a.i. of the Permanent Mission of China to the United Nations, introduced the draft resolution during the General Assembly plenary session. In his remarks, Ambassador Geng noted that since its founding 24 years ago, the SCO has continued to grow under the guidance of the Shanghai Spirit and has become the world's largest regional organization. The most significant highlight of the Tianjin Summit, he said, was President Xi Jinping's proposal of the Global Governance Initiative at the SCO Plus meeting, which called on all countries to adhere to sovereign equality, abide by international rule of law, practice multilateralism, advocate the people-centered approach, and focus on taking real actions, so as to join hands in building a more just and equitable global governance system and a community with a shared future for humanity. Ambassador Geng noted that China's proposal was warmly welcomed and actively supported by all parties, who agreed that the world urgently needs more effective governance visions and systems, making China's initiative most opportune and relevant.
Representatives of Russia, Kyrgyzstan, Belarus, Pakistan, Iran, Cambodia, Cuba, Venezuela, and Serbia spoke highly of the Tianjin Summit and the work carried out by China during its rotating chairmanship. They emphasized that the resolution's adoption with overwhelming support reflects the international community's recognition and support of the SCO. The Global Governance Initiative proposed by President Xi Jinping meets the needs of the times and will play an important role in addressing global challenges and improving global governance.
Since 2009, the General Assembly has for many consecutive times adopted by consensus resolutions on UN–SCO cooperation. At the September 5 plenary session, however, the US delegation requested a vote on the draft resolution. In response to the US representative's groundless accusations against the SCO, Ambassador Geng, in his right of reply, stressed that the SCO has always adhered to the purposes and principles of the UN Charter, upheld its non-alignment, non-confrontation, and non-targeting-of-third-parties principle, and consistently brought greater stability and positivity to the world. He added that the US actions of undermining unity and cooperation and inciting division and confrontation were entirely unconstructive, and that China registered its firm rejection.
