Remarks on Cooperation Between the United Nations and the Shanghai Cooperation Organization by Ambassador Geng Shuang, Chargé d’Affaires a.i. of the Permanent Mission of the People’s Republic of China to the United Nations, at the 79th Session of the UN General Assembly

President, 

On behalf of the co-sponsors of this draft resolution, including 10 members of the Shanghai Cooperation Organization (SCO), China will now introduce the draft resolution entitled “Cooperation between the United Nations and the Shanghai Cooperation Organization” (A/79/L.124). 

The SCO was established on June 15, 2001. Since that day 24 years ago, under the guidance of the Shanghai Spirit, namely mutual trust, mutual benefit, equality, consultation, respect for diversity of civilizations, and pursuit of common development, the SCO has grown steadily into the largest regional organization in the world, with now 27 participating countries cooperating in over 50 sectors and a combined economic output close to 30 trillion US dollars. 

From August 31 to September 1 this year, China, as the 2024-2025 rotating chair, successfully hosted the SCO Tianjin Summit. It was the largest summit in the history of the SCO, with leaders from over 20 countries and heads of 10 international organizations in attendance. President Xi Jinping, in his keynote address, set forth important propositions calling for seeking common ground while putting aside differences, pursuing mutual benefit and win-win results, championing openness and inclusiveness, upholding fairness and justice, and striving for real results and high efficiency. These propositions have endowed the Shanghai Spirit with new contemporary significance. 

Multilateralism was one of the main themes at the Tianjin Summit. President Xi Jinping, at the SCO Plus meeting, proposed the Global Governance Initiative, calling on all countries to adhere to sovereign equality, abide by international rule of law, practice multilateralism, advocate the people-centered approach, and focus on taking real actions, so as to join hands in building a more just and equitable global governance system and a community with a shared future for humanity. This Initiative, the Summit's most significant highlight, has received warm welcome and positive response from all participants. They all agreed that the world today urgently needs more effective governance visions and systems, making China's proposal most opportune and relevant. Participants agreed to strengthen strategic coordination, uphold multilateralism, safeguard fairness and justice, and improve global governance. 

One of the key words at the Tianjin Summit was the United Nations, with the UN referenced as many as 40 times in the Summit Declaration. The Declaration explicitly underscores the importance of adhering to the purposes and principles of the UN Charter, leveraging the UN's central, coordinating role, delivering on the SDGs, supporting necessary reforms of the UN, and expanding exchanges and cooperation with the UN and its specialized agencies. Marking the 80th anniversary of the founding of the UN, the Summit also issued a special statement calling for the defense of the international system with the UN at its core. Secretary-General António Guterres attended the Tianjin Summit, where he spoke highly of the SCO's efforts in supporting the work of the United Nations.

In 2004, the Shanghai Cooperation Organization became an observer of the UN General Assembly. In 2010, the SCO and the UN Secretariat signed a Joint Declaration on Cooperation. Over the years, cooperation between the SCO and the UN Secretariat, specialized agencies, funds, and programs has grown increasingly close, yielding a series of positive outcomes. 

Since 2009, the General Assembly has unanimously adopted resolutions on cooperation between the UN and the SCO for several consecutive times. The draft resolution A/79/L.124, presented today for consideration of the General Assembly, retains the structure of the previous resolutions focusing on major issues such as peace and development. It highlights the positive contributions made by the SCO to the work of the UN and calls for further strengthening of the cooperation between the two sides. I would like to thank everyone for their constructive inputs during the consultation, and call on all member states to support this draft resolution and co-sponsor it, thereby sending a strong signal to the world that we stand united in upholding multilateralism and strengthening solidarity and cooperation.
