China wishes to exercise its right of reply in response to the statement made by the representative of the United States.
I would like to begin by thanking the majority of member states for supporting the adoption of this resolution. The result of the voting clearly demonstrates that strengthening cooperation between the UN and the SCO accords with the prevailing trend of multilateralism and reflects the universal aspirations of the international community. Regrettably, the United States, driven by its political agenda, chose not to participate in the consultations on the text. The US even went so far as to call for a vote and waged a smearing campaign against the SCO and its members. This divisive, confrontational move undermines unity and cooperation and is utterly unconstructive. China registers its firm rejection.
Contrary to what the US has claimed, since its founding, the Shanghai Cooperation Organization has always abided by the purposes and principles of the UN Charter and upheld the principles of non-alignment, non-confrontation, and non-targeting of third parties. The SCO is committed to promoting good neighborliness, combating terrorism, strengthening inter-connectivity, deepening mutual learning among civilizations, and making determined efforts to defend multilateralism and uphold equity and justice. The SCO family continues to grow, and so is its international influence. The Shanghai Spirit has shown an ever stronger appeal, injecting greater stability and positivity to the world.

Recently, the United States has repeatedly positioned itself against the overwhelming majority of the UN membership, and has voted against seven GA resolutions on UN's cooperation with international organizations such as ASEAN, the AU, the IPU, the CIS, the Council of Europe, the Economic Cooperation Organization, and the OIF. In this process, the unilateral and domineering practices of the US, as well as its isolation, have been laid bare. In this process, what we have seen is a country that chants America First, one that places its own interests above the common interests of the international community, and one that adopts a condescending, selective, and utilitarian approach towards UN affairs. Such a United States is unpopular.
We urge the US to stop politicizing the cooperation between the UN and regional organizations, stop making groundless accusations against other countries and relevant multilateral organizations, and stop undermining the atmosphere of unity and cooperation within the UN. The US should instead take concrete actions to fulfill its international responsibilities, act as a responsible major country, and play a constructive role befitting its standing.
