Mr. President,

I thank the Secretary-General for his latest report on UNMIK and Mr.Zannier, SRSG for his briefing. I welcome the presence of H.E. Mr.Jeremic, Foreign Minister of the Republic of Serbia. I have listened attentively to the statement by Mr. Hyseni.

Mr. President,

At present, the overall situation in Kosovo is calm, but the security situation remains complicated and fragile, in particular the northern region is still faced with many uncertainties. We once again condemn the terrorist violence in northern Mitrovica that took place in early July. The incident once again shows that an early and proper settlement of the Kosovo issue is conducive to peace and stability in the Balkan region and Europe at large. We call on all the parties concerned, the United Nations and the countries in the region to work together to ensure stability in Kosovo, safeguard the legitimate rights and interests of all ethnic groups in the region, especially those of Serbs and other ethnic minorities, make real efforts to facilitate the return of IDPs, and preserve cultural and religious heritages.

Mr. President,

We have noted the advisory opinion delivered by the ICJ on Kosovo's UDI. China has all along maintained that respect for sovereignty and territorial integrity represents a fundamental principle of the contemporary international law system, and serves as the basis of international legal order. We respect the sovereignty and territorial integrity of Serbia, and support the efforts made the Serbian government and people in this regard. We are always of the view that the best way to resolve the Kosovo issue is for the two sides concerned to engage in negotiations within the framework of relevant UN Security Council resolutions and seek a mutually acceptable solution. Unilateral action by no means contributes to settlement of the issue. It will only complicate the situation instead. The ICJ advisory opinion does not present an obstacle to the efforts by the two sides concerned to resolve the issue through negotiations. China hopes that the relevant parties will continue to push for the two sides to resume dialogue and consultations and see a mutually acceptable solution.

Mr. President,

Security Council resolution 1244 remains the legal foundation for settlement of the Kosovo issue. We appreciate the positive role played by SRSG and UNMIK in maintaining the stability in Kosovo, and support UNMIK in continuing to perform its mandates pursuant to relevant Security Council resolutions, and in vigorously promoting constructive dialogue between the two sides. We hope parties concerned will continue to respect the mandates of UNMIK and continue their support for and cooperation with UNMIK in a joint effort to find a proper solution to the Kosovo issue.
